Good evening, everybody. The September 22nd, 2026 Loudoun County Planning Commission public hearing will now come to order. And as is our custom, let's stand for the Pledge of Allegiance.
Pledge allegiance to the flag, the United
States of America, and to a republic for which it stands one nation under God, indivisible, with liberty and justice for all.
Members of the public who wish to comment on any item on the public hearing legislative agenda may do so. If you are in the boardroom, please fill out a speaker slip and hand it to the Assistant Deputy Clerk of the Planning Commission at the end of the dais to my left. If you are participating electronically, please call a number at the bottom of the screen. Indicate your name and the agenda item you wish to address. Each speaker, whether speaking on behalf of an organization or as an individual, will have Written comments may be submitted to the Assistant Deputy Clerk who will make copies for the Planning Commission members. The Commission may vote on applications tonight and send its recommendation to the Board of Supervisors or may forward the item to a work session for further consideration before taking a final vote.
Our procedure for tonight's public hearing is as follows 10 minute staff presentation, followed by commissioners' questions to staff. Commissioners will be given three minutes to ask questions. Ten minute applicant presentation. Commissioners will be given three minutes to ask questions of the applicant. Hearing is then opened for public comment, three minutes for each speaker. After everyone has had a chance to speak, the hearing is closed. The applicant and staff will then have an opportunity. opportunity to provide any response to public comment. Finally, there will be a motion, deliberation, and vote by the commission. The maker of the motion will have three minutes for opening and closing remarks.
Each other each c other commissioner will be given three minutes to speak on the motion. Pursuant to Virginia Code 2.2-3708.3 and the board's rules of order, Commissioner Jasper requested to participate in this meeting remotely. A physical quorum of the Loudoun County Planning Commission is present in the boardroom, and the Commission has made arrangements for the voice of Commissioner Jasper to be heard by all persons in the boardroom. Commissioner Jasper made this request within the required timeframe, and the Office of the County Attorney determined that her request meets the qualifications to participate remotely. The planning commission will record in its minutes. The Chair Kears particip uh that uh Commissioner Jasper participated remotely for personal reasons from her home in uh Middleburg, Virginia.
And uh just as a note, uh Commissioner Jasper will not be at the on the meeting at the beginning. She plans to join uh when she's able and uh we'll get notified when that occurs. So I won't be asking Commissioner Jasper like for comments because she's she's not uh on the meeting yet. Uh next item is disclosures and I will start to uh my right. If you have any disclosures, please turn on your light. It's only been a few days since our last meeting and none this way. Okay. Um For myself, on September eighteenth, Commissioner Frank and I met with the uh applicant regarding the Kincora Village Center Land Bay N two A. And September twenty first I had a briefing uh from county staff regarding the affordable housing by tax exempt religious and nonprofit organizations.

Uh as Chair Kears uh already indicated on on the eighteenth I was part of a meeting with the Concorde application representatives for the uh application before us tonight.

Um on Yesterday the twenty first I had a meeting with staff on a um the briefing on the affordable housing and then on that same day I had a um meeting with regarding Leggy two two oh two six zero zero one Dulles logistics.
