I know many of you were following that July 1 change, so we're back to the way we were a year ago. We have the June 13, 2024 work session minutes. Do I have a motion to approve?
Eric D. Combs 3:46
Madam Chair, I move that the Planning Commission approve the Loudoun County Planning Commission work session meeting minutes for June 13, 2024 as presented.
Unknown 3:56
Second.
Michelle Frank 3:58
Motion is made by Vice Chair Combs, seconded by Commissioner Banks. Do we have any changes or corrections to those minutes? Seeing none, all in favor? Aye. Opposed? The motion carries 7-0-2. Commissioners Kearse and Miller are absent this evening due to travel. All right, before we get into our agenda items, I'll ask for any disclosures from commission members. I'll start down at the end and work our way up. None? I spoke with Packy Crown about the application today. Thank you, Commissioner Jasper.
Dale Polen Myers 4:30

Michelle Frank 4:51
Okay. I had a conversation today, and I'm going to be the one who disrupts the trend, with Dominion Power and their team regarding an upcoming application before us for their wiring shop. All right. We are ready to get into our one work session item for the evening, LEGI 2023-0038, Goose Creek Village West. Darby, I believe this is yours, and I know Jackie, you're gonna join him down there. So we are ready whenever you all are.
Darby Metcalf 6:28
Good evening, my name is Darby Metcalf with the Department of Planning and Zoning. I'm here tonight to present the application for Goose Creek Village West. The subject property is 20 acres west of Belmont Ridge Road on the east side of the Dulles Greenway and the north side of Sicklin Road in the Ashburn Election District. The property is zoned Office Park under the Loudoun County Zoning Ordinance. Goose Creek Village, in which the property is located in, has been designated as the suburban mixed-use place type. The applicant is requesting a zoning map amendment to rezone the site to R16 ADU Legacy Zoning District to permit 221 dwelling units, including a mixture of single family and multi-family units.
Darby Metcalf 7:10
I will note the applicant proposes 72 multi-family attached units exclusively as affordable housing units. The applicant is additionally requesting a special exception to reduce the minimum yard setbacks for all units, summarized on the screen. The applicant also proposes zoning modifications to development standards to include increases the heights, total number of units per single family building, fronting onto open space, and reduced setbacks from Sicklin and the Dulles Greenway. For reference, here is an annotated excerpt of the applicant's concept development plan. The multifamily stacked units are located along Sicklin Road in purple. The AHU building is located in red in Land Bay B, adjacent to Sicklin Road.
Darby Metcalf 7:58
The single family units are internal to the site in brown and yellow, identified as small and large town homes. Since the public hearing, the applicant has withdrawn several modifications to increase lot coverage, allow balconies and decks to extend to rear property lines, reduce parking, and modify tree canopy calculation. Additionally, the applicant is committed to specific active recreation amenities and to additional vegetation. The applicant has also increased the cash in lieu of a crosswalk along Sicklin Road if VDOT does not approve a crosswalk and specified the type of preferred crosswalk.
