Good evening everyone. The October ninth, twenty twenty five Loudoun Committee Loudoun County Planning Commission work session will come to order. And as is our custom, let's stand for the Pledge of Allegiance.
I apply just to fly the United States of America
and to draw public religious things with liberty and justice for all.
All right, first item folks, we have the minutes from the September eleventh, twenty twenty five work session. And if you've had a chance to review them, I'll accept an emotion.
So move I threw.
Motion to approve made by Commissioner Meyer seconded by Commissioner Jasper. Any discussion on the minutes or the motion? All those in favor say aye. Aye. Opposed? Or any abstentions?
I'm abstaining, I was not present.
Okay. So that motion uh will carry seven zero one one with Commissioner Banks absent and Commissioner Frank abstaining from the vote. All right, uh next up is disclosures. I will start With Mr. Barnes and work my way across. Commissioner Jasper.
What disclosures and staff reports were presented after the minutes?

Um and then for myself, um on October sixth I met with the uh applicant and representatives for the Belmont West application. October seventh uh I met with the applicant and representatives for Valley Commerce Center and today October eighth I had a phone conversation with Colleen Gillis about Belmont West.
What are the key features and revisions of the West Belmont rezoning application?
All right, our uh one item for tonight is Leggy twenty twenty four dash eighteen, West Belmont. I guess it's not Belmont West. Z Map twenty twenty four dash three.
Good evening, my name is Alison Burton with the Department of Planning and Zoning, and I'm here today to present the application for West Belmont. Since the publication of the uh staff report, staff has received two additional public comments uh in opposition, citing concern for internal street network and open space. There is also one correction, slight correction to the staff report. Uh I'll touch on this later, but the applicant has provided a commitment to study the intersection of Portsmouth Boulevard and Nightwatch Street. I believe it identifies Eastern Kingbird Plaza in the report, so I wanted to make that correction. The subject property, uh just a quick reminder, is twenty-seven point three six acres located on the southeast side of Belmont Ridge Road, the southwest side of Portsmouth Boulevard and is bisected by Wingle Drive.
It's in the Ashburn Election District. The property is zoned Plan Development Housing Three and is part of the Belmont Green community currently. It is located in the suburban neighborhood and suburban mixed use place types in the suburban policy area. The applicant is requesting to rezone the property from commercial to residential with a commercial zoning district for the development of up to 318 total residential dwelling units and 11,000 square feet of commercial uses across seven different land bays. Since the public hearing in July, the applicants made several changes.
