Thank you. The purpose of this study session is to receive council feedback on the timing and approach for implementing local replacement requirements as part of the city's displacement response strategy. Housing Director Wayne Chen will present the item.

Good evening, Mayor and Council. Um, I'm gonna go ahead and start the item uh right now on local replacement requirements. Uh because the council um has been um a bit of time since we've had a conversation about displacement response, I'm going to just take a couple of slides to orient um the public as well as council in terms of the background. Uh tenant displacement and addressing that issue um has been a top council priority. Uh two study sessions were held uh back in twenty nineteen and twenty twenty to establish principles for the strategy and initial priorities. Uh um elements of the displacement response strategy are also part of the city's uh five year affordable housing strategic plan and it's also included in the uh city's recently certified uh housing element.

These are the five principles. Uh number one, that the overall strat um strategy have multiple po uh multiple parts and that they work together in a comprehensive manner because it's a complicated uh issue and different factors can cause tenant displacement, that it'd be broad based, that the strategy looked to prevent displacement, but also reduce the impacts of displacement if it's unavoidable.
