Item 2.1 is a conference with labor negotiators pursuant to California Government Code Section 54957.6. The agency designated representatives for unrepresented employees, city managers, city clerk, and city attorney is Vice Mayor Showalter. Because Council will not be taking final action in closed session this evening, there will be no closed session report out at the end of the meeting. Thank you very much.

If so, either raise your hand in Zoom or submit a blue speaker card. I see zero attendees on Zoom and zero blue speaker cards. So we will now recess to the plaza conference room for closed session and return to the council chambers at the close to continue to the study session.
Okay, good evening everyone. I apologize for the length of that closed session and welcome to the City Council's special meeting to interview Rental Housing Committee applicants and Environmental Planning Commission applicants. We will begin with the Pledge of Allegiance.

We are now on item three, and the city clerk will take roll by roll call.

And now we are on item 4.1, which is the Rental Housing Committee and Environmental Planning Commission applicant interviews. The purpose of the meeting this evening is for the Council to interview applicants for one opening on the Rental Housing Committee and two openings on the Environmental Planning Commission and make a recommendation for adoption at the November 7, 2023 City Council meetings. Would any member of the public joining us virtually or in person like to provide comment on this item? If so, either raise your hand in Zoom or submit a blue speaker card. We have no blue speaker cards. And nobody is raising their hand on Zoom. So, we will now go to the selection process. Per that process outlined in Council Policy Number K-2,
Interviews will be conducted in a panel format. Each applicant will receive the same amount of time to answer each question. And the questions selected by the Council will be asked in randomized round-robin order to the applicants for each body. The Council may ask a limited number of clarifying questions in the event an applicant's answer was unclear or otherwise not understood. Clarifying questions should not be used to allow an applicant additional opportunity to expand on the original response. On March 7th of 2023, the Council gathered the following information from RHC applicants in the denoted time limit for each category.

Two is two minutes, tell us about the role of the RHC and the role of its legal counsel in the RHC decision-making process. And three is two minutes, what do you think will be the most important issues in the next year, and how would you go about thinking them through and addressing them? Are there any council members who want to make changes to the questions or the amount of time allocated for them?
