Thank you, Vice Mayor, yes. Mayor Hicks and Councilmember Abicoga are recused from participating in the first item, item 3.1 study session, because of the proximity of their residences to the downtown Precise Plan area. Thank you.
All right, okay. So the purpose of this study session is to introduce the Downtown Precise Plan Comprehensive Update to the City Council and receive direction on the potential scope of work and key topics for the project and the related temporary office cap. We're joined at the dais by Principal Planner Diana Pencioli and Advanced Planning Manager Eric Anderson, who will present the item. Note that the following individuals will be available for questions. Assistant City Manager, Community Director, Arti Srivastava, and Public Works Director, Dawn Cameron. Thank you very much for being here. So staff, go ahead.
Good evening Council and the community members. Tonight's item begins the exciting conversation on the comprehensive update to the city's downtown Precise Plan. My name is Diana Pancholi, principal planner and project manager from the city's planning division, and I have with me tonight our advanced planning manager, Eric Anderson. The Downtown Precise Plan covers approximately 100 acres, and it was originally adopted in 1988 with subsequent amendments over the years. The latest one was completed last year with a focus on area AHNG. precise plan is subdivided into 10 sub areas and includes the historic retail core and as well as mix of office and residential and civic uses it is anchored by the transit center to the north and stretches all the way to el camino real in the south the plan also includes properties one to two blocks from castro street accommodating residential transition areas
between the commercial core and the largely single-family residential neighborhood surrounding it. Over the past 25 years, downtown has been subject to shifts in the economic markets and changing urban dynamics. Currently, the city's priorities and vision have evolved as well, necessitating the comprehensive re-evaluations of our policies and the which are outlined in our downtown precise plan. The comprehensive update project is included in the city council's fiscal year 23-25 strategic priority goals as well. And through the review of numerous development proposals, the economic vitality strategy, the housing element update, council has expressed interest in updating different sections of the precise plan to address the current development trends
