The purpose of this study session is to provide an update to the City Council on the Historic Preservation Ordinance and Register Update Project. and receive direction on the project's scope of work, including goals, deliverables, scope of the historic survey, and outreach plan. members and community members. I am Ella Karachian, the project manager. I'm
joined tonight by Eric Anderson, advanced planning manager. Tonight we are discussing the historic preservation ordinance and register update project to receive direction on the project scope of work, including goal, deliverables, scope of the historic survey and outreach plan.
The city has a historic preservation ordinance and register since 2004. Together these tools help the city preserve historically and culturally significant buildings as well as their character defining features.
What is the purpose and scope of the Historic Preservation Ordinance study session?
The purpose
is
to
preserve the integrity as well as the look and feel of historically important buildings and neighborhoods. There are several reasons to update the ordinance and register at this time that are shown on the screen.
At the April 12, 2022 City Council meeting, City Council reviewed and approved the project scope of work and consultant contract with Page and Turnbull to update the zoning ordinance standards and procedures for the designation and preservation of historic resources. IN MOUNTAIN VIEW REGISTER. THE CITY COUNCIL ALSO DIRECTED THE STAFF TO REVIEW EIGHT BUILDINGS IN DOWNTOWN PRECISE PLAN AREA H THAT CAN BE NOMINATED FOR NATIONAL REGISTER AND DEVELOP HISTORIC DISTRICT STANDARDS THAT COULD BE APPLIED TO DOWNTOWN AREA H. Staff held a Zoom community meeting on September 9, 2022 to go over major tasks and seek input on city's history and significant places that are important to the history of Mountain
View. Staff held a
hybrid community workshop on October 30th, 2023 to go over project goals,
process
and
requirements. More information about this meeting is on the next slide.
Key
themes during the recent workshop include the following. Community members had a lot of questions about the process and requirements. There were some concerns raised by property owners about excessive property owner obligations and proposals that the incentives should minimize their financial impact. There were requests for clarity about who is affected and what they can do with their properties. Attendees largely supported the downtown approach, but there was also lots of discussion about preserving Eichler's neighborhoods. Lastly, there was some support for the voluntary process.
This table and the next one summarize the difference in the process for different projects depending on their historic status. This slide focuses on single-family homes and duplexes, which are treated differently in the city than other uses. This is because typically only a building permit is required to demolish or build a new single-family home, while other uses need planning permits. Houses in Downtown Precise Plan also need planning permits. The ordinance requires a HP permit for modifications to properties that are on the city's local register
or
eligible
for a state and national register. In addition, CEQA requires additional review for those projects.
