The purpose of this study session is to provide an overview of the draft Pathways to Housing Homelessness Response Strategy Implementation and Expenditure Plan, and obtain the City Council feedback on the vision statement, guiding principles, and goals and strategies that set forth a roadmap for addressing homelessness in Mountain View over the next seven to ten years. Deputy City Manager Kimberly Thomas and Human Services Manager Parnit Dinsha. Will present the item. If you would like to speak on this item in person, please submit a blue speaker card to the city clerk now. Good evening, Mayor and City Council members. Tonight's presentation is a joint presentation of human services and the housing team.
This presentation will be co-led by myself as noted and Parni Dinza. Housing director Wayne Chen is also available for questions tonight. For close to a decade, the city has dedicated resources to programs and services for people experiencing or at risk of homelessness. In addition, the city has made important organizational changes to provide ongoing focus and resources to address homelessness through human services and the housing department. Shown on screen is a high level summary of the city's homelessness response since twenty sixteen. This includes key accomplishments such as the development of the largest safe parking program in the county. Opening an innovative interim housing community. Life moves mountain view.
The endorsement of the county plan to end homelessness. That is the roadmap for ending homelessness within the region. And receiving the pro housing designation by the governor. Based on the twenty twenty three point in time count, nearly ten thousand people were experiencing homelessness in the county of Santa Clara. Of those, five hundred and sixty two were experiencing homelessness in Mountain View. Shown on screen is a breakdown of the number of households placed in permanent housing and the number of households that requested housing assistance. For the first time, For both the county and Mountain View, these numbers can fluctuate year to year. Contributing factors to this uh higher percentage for the city of Mount Mountain View include uh rent the high portion of renters as well as the cost in living within Mountain View.
Through the coordinated efforts of the Housing Department and Human Services Division, working hand in hand with our police department community outreach officer partners, the city has supported a variety of efforts and initiatives to help the most vulnerable residents in Mountain View. Shown on screen is a high level summary of the city's focus areas aligned with the county plan to end homelessness with outcomes based on the fiscal year twenty three-24 data. It's important to note that for the safe parking program, as an example, that is the bulk of the city's financial contribution to homelessness. The city's approach to addressing homelessness has been multi-pronged. And the city does its part as a medium sized city.
Considering various constraints, the city's role is to partner and gain leverage resources, work closely with the county and community-based organizations. With the understanding that the city can't solve homelessness on our own, it is regional.
