The purpose of this meeting this evening is for the council to interview applicants for the Environmental Planning Commission vacancy and make a recommendation for adoption at the February 25th, 2025 City Council meeting. Would any member of the public joining us virtually or in person like to provide comment on this item? If so, please click the raise hand button in Zoom. or submit a blue speaker card to the assistant city clerk. I am not seeing any members in person, so we'll move on to see if there's virtual and we have one speaker and they will get two minutes.

I see. Okay. Well good thing We got you. There we go. I don't see any other virtual speakers, so I will take it back to council. Per the selection process outlined in council policy number K two, interviews will be conducted in a panel format. Each applicant will receive the same amount of time to eat to answer each question and the question selected by the Counsel will be asked in randomized round robin order to the applicants for each body. The council may ask a limited number of clarifying questions in the event an applicant's answer was unclear or otherwise not understood. Clarifying questions should not be used to allow an applicant an additional opportunity to expand on the original response. On the October fifteenth, twenty twenty four meeting, the council posed the following questions to EPC applicants in the denoted time limit for each category.
I believe council has these questions. So would any council member like to suggest changes to the questions or propose a time allocation per question? So I'm gonna read the proposed questions with their time allocations and then I'll turn to council if there's any comments or um changes. So for one minute we have What have you personally done to make a contribution to the Environmental Planning Commission? Or if you are not currently serving, what would you bring to the Environmental Planning Commission that is unique? For two minutes we have what are the thoughts on the city's existing plans, like the general plan and precise plans, specifically the downtown precise plan. For one and a half minutes, how would you evaluate proposals to amend the general plan?
And for one and a half minutes, how does good land use improve our city and what is good land use? So at this time I'll turn to colleagues if there are any uh suggested changes to the questions or a proposal for a time allocation per the question. And first in the queue is Councilmember Hicks.
So I should just say to start with, I'm I I'm not one to tailor these a lot because I find that the applicants gen generally make do with whatever we give them. But the first they do a good job with it even if we don't g do a good job with the questions. But The first one, since nobody's on the the E P C right now, none of our applicants, I think just simplifying it to say what would you bring to the Environmental Planning Commission that's unique would make it

Simpler and you know, less confusing. Um and then I found last time that we used these questions, uh if I remember right, that Um the second and third question were kind of duplicative. That the you know, what are your thoughts on the city's existing plans like the general plan and precise plans and downtown precise plan? And then asking them again about the general plan didn't get much new information. So I personally would take out the um I guess it's the third question here on about amending the general plan or maybe people wanted something about evaluating proposals, change it to that. But I would just take it out.
