The purpose of this study session is to one, receive a report on the key findings from the broadband needs assessment and gap analysis, and two, provide feedback to staff on elements of the key findings for further analysis and consideration. Assistant City Manager Arne Andrews and Intergovernmental Relations Manager Christina Gilmore will present the item. If you would like to speak on this item in person, please submit a blue speaker card to the city clerk now. Great, thank you, Mayor, Vice Mayor, and council members. Also joining us this evening is Jim Severance, our senior broadband consultant from Edentrust Solutions, and we also have representatives from Public Works and IT who were instrumental in putting all this together.

So we're here this evening as a culmination of what was a 2325 council work plan item, which was explore expanding access to broadband. to start to facilitate that priority B request. In May of 23, staff came before council with a plan to put together an RFP to hire a consultant to look at what was broadly defined as assess community needs and identify gaps in city policies related to broadband, infrastructure, services, and access. and present a range of options for the city to address broadband needs and gaps, which we'll be doing this evening. In February of 24, that's when, through the RFP process, we brought Entrust Solutions on as the project consultant to help guide us through this process.

One of the first things Entrust did was they identified areas that they were gonna need for them to complete their analysis, and so we started gathering data in a host of ways. Some of the data was gathered through geodata, existing public and private broadband assets to identify in the city. They analyzed the current broadband market and incumbent internet providers. They conducted a community survey, which we'll discuss a little more in a bit, and they also conducted outreach along with staff to the CBOs, nonprofits, businesses, schools, and other stakeholders in town. They also researched and identified the permitting and engineering processes and practices that we had that either engage or could impede

And then they took all these elements and they put it together in what they referred to as four of the technical memorandum. The technical memorandum had a hyperlink in the staff report.
