How does staff present the housing element programs and zoning options?
We'll begin with item three. Item 3.1 is our study session for housing element programs 1.4 and 2.6, incentives for affordable housing on religious sites and other sites south of the El Camino precise plan. The purpose of this study session is to review and provide direction on potential zoning code amendments and other incentives for affordable housing south of El Camino precise plan to implement housing element program 1.4, religious and community assembly sites for housing and program 2.6, affirmatively furthering fair housing. Given the need for council member recusals due to conflicts of interest, this item will proceed in the following manner. We will begin with a staff presentation, which will be followed by public comment.
At the close of public comment, the council will ask questions, deliberate, and vote on matters requiring council member recusals first. And then the council will ask questions and deliberate on the remaining items for discussion. Principal Planner Diana Pancholi and Advanced Planning Manager Eric Anderson will present the item. Thank you and good evening, Mayor and members of the Council. My name is Diana Pancholi, Principal Planner with the City's Planning Division, and I have with me tonight our Advanced Planning Manager, Eric Anderson. Today's item is to seek Council feedback on the implementation of Housing Element Programs 1.4 and 2.6. Housing element programs 1.4 and 2.6, which are intended to create more affordable housing in the city's highest opportunity neighborhoods. The two projects are closely related in that they both affect the area south of El Camino Real precise plan, and they both can be addressed through local ordinance modifications, such as density increases for affordable housing. The housing element provides direction to conduct outreach, prepare a density analysis for viable affordable housing projects, and create standards and incentives.
Today's presentation is focused on four key steps, analysis of state and local opportunities, outreach, prototyping, and density analysis, and finally asking council for direction on several zoning options. To start with program 1.4, it is focused on non-historic, nonprofit, religious, and community assembly sites in residential zones south of El Camino Real, and has a goal of producing at least 65 affordable units south of El Camino Real by 2027. The housing element specified a deadline of December 31st for completion of, December 31st, 2024 for completion of zoning amendments. While the amendments were not completed by the deadline, much of the analysis has been completed and possible approaches have been identified for further discretion and direction from the decision makers at tonight's meeting.
While we finish this effort, potential projects may still proceed under Senate Bill SB4. So a little bit about SB4. This Senate bill, effective since January 1st, 2024, allows the affordable housing by right on religious sites. SB4 applies to all religious sites in the city, while the particular focus of our housing element program 1.4 is on the high resource area south of El Camino Real, but it provides affordable housing development rights that align with the objectives of the local program. Based on the estimate of buildable area, there are two religious sites south of El Camino Real that could accommodate at least 65 units at the densities prescribed under SB4, that is 30 dwelling units per acre plus density bonus.
Each of these sites would accommodate the housing on portions of the site with parking or open area that is underutilized.
