Good evening everyone and welcome to our Santa Clara City Council Stadium Authority uh City Council meeting. And we are going to start with a study session before our regular meeting. So uh let me have a confirmation of a quorum. City clerk.

Thank you. So seeing that, uh, we have one item on our study session this evening, which is City Council study session update on the city's anti-displacement work plan. City Manager. Sure. Thank you, Mayor. Thank you, Council. Javon Grogan, City Manager. Tonight's presentation will be provided by our Director of Community Development, Afsha Hamid. Quick note staff is presenting a study session and requesting feedback from you on adopted policies in our housing element for anti displacement. The council adopted these policies in May 2024, and cities are required to implement the policy. With meaningful programs and actions. There are, and I count, 21 housing element actions related to anti-displacement and how displacement can be prevented in Santa Clara.
Compliance with these policies and implementation ensures eligibility for future funding under programs such as the One Bay Area Grant, or what we commonly refer to as OBAG. The city has committed to exploring a variety of new policies. policies to prevent displacement in Santa Clara and must follow through to ensure the housing element and our transit oriented development policy are in compliance. With that, I will turn the presentation over to the Director of Community Development. Thank you.
Thank you. Good evening, uh Mayor, Council members. Let's begin the presentation. Um so first I'll do introductions. Okay. Um we have uh a number of staff that have been working on this. Uh Leslie Xavier, the planning manager, Adam Marcus, Housing and Community Services Manager, John Beatty, who's a critical staff to us, um, and he is available online. He's planning staff. And he also worked on the housing element itself. And then tonight we will also hear from the Community Planning Collaborative. Um they provide t technical assistance um across multiple jurisdictions and they're funded by uh ABAG, uh MTC ABAG. They're independent. But they've been helping multiple jurisdictions with housing elements a as well as
This phase, which is the implementation phase. So the agenda for tonight is we will go over the purpose of this study session, housing element recap, what is displacement. The impacts of displacement, Santa Clara's work plan, update on the community planning collaborative, next steps, and then as the city manager said, we are seeking counsel discussion and feedback on this item before we come back to you in the spring. So the purpose is to provide an overview of residential displacement, its forms, drivers, and potential impacts, highlight existing state laws and actions that the city is already implementing to reduce displacement, identify potential new and expanded programs for evaluation, and of course obtain early input and feedback from city council.
So this is a graphic and it really describes what we are working with and where homelessness and displacement work. A few weeks ago, staff presented a session on homelessness.
