I'd like to call this meeting to order. We are going to start our study session now on the overview of unfunded needs, presentation of revenue measure options, and work plan for November 2024 ballot considerations. I'm going to turn it over to our city manager.
Good evening, Mayor Gilmore, members of the council, and members of the public attending remotely. Javon Grogan, city manager, and I will kick off our presentation. I noticed that the screen is a little zoomed in, so okay, we fixed that. So we're here for a study session to overview unfunded needs and to discuss potential revenue options for the November 24 ballot. With me today is Assistant City Manager Cynthia Bohorkas, Jeremy Ray, our Deputy Fire Chief, Craig Moback, Public Works Director, as well as Ken Lee, Finance Director, and all five of us will tag team this presentation. So the agenda for the presentation is we'll begin with an overview of the city's capital improvement program, often referred to as CIP, and we will discuss challenges of that program.
We will talk about our current approach, which is pay as you go. We will talk about unfunded needs. At a high level, we'll drill down on a few projects just to really give you a semblance of the significance of the need. We will then discuss various revenue options and then discuss next steps and a timeline. And then, of course, all important council feedback. And we are here today to provide an overview of the program that we are launching on in preparation for November 24. Why do I hear an echo? I don't know. Maybe I'll step back a little bit. Okay, overview. Our current CIP approach is pay as you go. What that means is we... Pay for our projects mostly utilizing cash When we have cash that works when you have cash that doesn't work when you when you do not have cash and so what you'll hear today is Most of our programs that are primarily supported by the general fund lack a dedicated revenue stream to support long-term maintenance repair and replacement of those capital improvement assets and
What we'll also discuss is that the city's capital projects reserve balances are insufficient. Frankly, they're not enough to cover the needs, and we need a dedicated funding stream for that, as well as we need an infusion of cash to address our unfunded needs. As a result of how we fund our capital improvement projects, our capital improvements are often unplanned and urgent.
