Thank you, Mayor Gilmour, council members. First, I want to thank everybody for their dedication and service to the city. I know we have worked out a very good deal for the Santa Clara Mariners with the 49ers. I urge support because it's mutually beneficial to the city and to the 49ers to resolve litigation. The stadium is a wonderful asset and should be taken advantage of, but years of lawsuits have adversely affected our ability to get major performers at the stadium. Let us not continue to pay endless legal fees from our general fund. We have so many other pressing infrastructure needs, like repairs to the Central Park pool. It is my opinion that publicly available terms of the deal represent a fair and reasonable deal for all parties concerned, so I urge the City Council to approve it.
I'd also ask at some time in the future if Santa Clarence could be able to purchase tickets a couple days before general sales to the public because other venues and credit card companies do it now. Thank you for your time.

So next we're going to go into our study session, which is a review of the proposed fiscal year 2024-25 and fiscal year 2025-26 biennial capital improvement program budget and fiscal year 2024-25 operating budget amendments. We'll go to our Director of Finance, Ken Lee. Welcome, Ken.
Great, thank you so much, Mayor. Good evening, Honorable Mayor, City Council, Ken Lee, Director of Finance. Appreciate the opportunity tonight to talk about the budget. This is the time of year over the next almost two months. We'll be before you several times to receive your questions, your feedbacks, your comments, and also hear a public comment as well before with the goal of an adoption of the budget before the July 1st fiscal year. Tonight's agenda, I'll talk a little bit about process and overview for the budget. I want to spend some time talking about our 10-year financial forecast and provide an update. I will go into line item by line item detail on many projects within the capital budget and some of the funding that's provided.
I will discuss briefly, we do have a two-year adopted operating budget, so I'll talk about some of the amendments included in this budget as part of that mid-year refresh. A touch on how this budget relates to our priority setting that the City Council had. last month and then take up questions and answers. I know that because of time, we'll take a lot of those questions now and if there is another study session in a month, we'll be happy to provide written responses if we run out of time.
