What formal procedures open the special city council meeting?
Good afternoon, everyone. I'd like to call this special city council meeting to order. Could you please stand for the Pledge of Allegiance and remain standing for our statement of values? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
As we gather, we humbly seek blessings upon this meeting. May we act with strength, courage, and the will to perform our obligations and duties to our people with justice to all. Let us seek wisdom so that we may act in the best interest of our people, our neighbors, and our country. All this we ask so that we may serve our community with fairness and respect, putting their needs before all.
Thank you. Please be seated.
I'll read the Statement of Behavioral Standards. The City of Santa Clara has adopted a code of ethics and values and behavioral standards for public meetings to promote and maintain the highest levels of conduct. This includes mutual respect, robust discussion, and allowing city business to be done in an efficient and consistent manner. Please note that as a presiding officer, the mayor's direction in matters of process and decorum should be followed and that use of the gavel indicates all conversations must conclude and everyone in attendance should come to order and attention. Welcome and thank you for your participation.
Thank you city clerk. Do I have to read this since we don't have public presentations or no. Okay. Very good. Thank you.

Thank you, City Clerk. So today we have interviews for three commissions. We're going to start with the Bicycle and Pedestrian Advisory Committee. and then moving on to the Board of Library Trustees and ending with our Civil Service Commission. So, City Clerk, did you want to go over the procedure for us today, this afternoon?
Thank you, Madam Mayor. As you stated, yes, you have three boards and commission applicants. that will be before you to make a selection this evening. The first one, as you stated, is the Bicycle, Pedestrian, and Advisory Committee for one partial term ending June 30, 2025. I wanted to note for the record that you had four applications. The fourth applicant, Jacob Teed, called and withdrew from the process this afternoon. So you will now just be interviewing three. They're all aware that they have three minutes for an introduction, followed by the council questions, followed by a one-minute closing remark. They all have received their interview questions beforehand, so they should all be ready to go.
And your first applicant is Hung G. Duong, and he is on Zoom and online, so I can transfer him over.
All right, very good. Let's get started.
Hung, are you there? Or is it, you tell me when he's there.
Hung, can you unmute yourself?
Yes, thanks for having me. This is Hung Chi Dong.
Would you like to turn your camera on?
Yes, I would do that right now. Can you see me?
Yes, we can see you. Thank you so much, Hung. Thank you for joining us. This is for the Bicycle and Pedestrian Advisory Commission Committee. And so I think you've been instructed already a three-minute opening statement. We'll ask you questions and then a minute closing statement. So whenever you'd like to start, we're ready for you.
Who are the council members and applicants introduced during roll call?
Yes. So a little introduction about myself. My name is Hung Chi Duong. I have a master degree of public health. from the state university.
