Good afternoon everyone. I'd like to call this special um study session, uh meeting to order, City Council and Stadium Authority Board. So may I have a confirmation of quorum city clerk?

Thank you. So we're gonna start with the city manager. Our first item presentation of second voter research survey results for a possible November 2024 ballot measure to fund public infrastructure and request for council input.
Yeah. Thank you. Uh good evening, Mayor Gilmore, members of the City Council, Javon Grogan, City Manager. I will be kicking off our study session today with item one, a study session with regard to a uh possible November 24 ballot uh and a presentation of our second voter research survey. Uh the agenda for our presentation uh is on the screen. We will have a brief introduction, uh presentation by me, and then we will invite Tolchin Research to go through the results of our second likely voter survey. Uh we will then talk about our community education efforts, potential bond funding, uh accountability and local control, as well as next steps and as the mayor mentioned, uh end this item with council questions, uh discussion and any feedback.
Just as a quick highlight, uh, we've talked about this a lot over the last year and it it really appears to almost every conversation we talk about centers on our unfunded infrastructure. And that and as we know, the city has over six hundred million dollars of gnome infrastructure needs for the general fund. Uh and this year alone, later today, uh actually the very next item we will have a study session on our capital improvement budget and this year alone when we sat down to go through that Capital improvement budget, we received over two hundred and seventy-five million dollars worth of infrastructure requests to spend this this year. However, in our general fund capital reserve, which is where we fund all of our general infrastructure, um, we only had $24 million.
And we knew we could not allocate all $24 million because then we would drop that balance down to zero. And so in the next item before you, as you know, we're recommending allocating sixteen million dollars, uh, but but just a stark contrast between our need and what we have of what we have available. As you know, uh our unfunded infrastructure needs include our aging roads. Our PCI is currently around 74%, uh, and we cannot keep up with the annual funding needs. We have underfunded, we have bridges that need rehabilitation, underground storm drains, sidewalks, as well as intersections. Uh four of our um nine fire stations are in need of either uh replacement. Or significant rehabilitation. Um many of them are over fifty-five years old.
We had a building boom here roughly 60 years ago, uh, and our infrastructure uh is aging in place. Uh and so we we know we need to uh undertake that work and frankly we just don't have the funds and we have not uh had the funds for quite some time. We also have unfunded infrastructure related to infrastructure to make our safe routes to schools or what we like to call the pathways to schools. So a number of intersection improvements that are needed, and additional improvements to make our roads, pedestrian corridors, and bicycle paths safe. As the council knows, we are undertaking a number of bike studies. However, those bike studies underfunded. We we have the money for the study, uh, but we do not have the money to complete the design and the construction on all of those studies that we're undertaking.
Uh and then uh up on the screen you have a picture of the International Swim Center as well as uh a crack at uh at a tennis court emblematic of the maintenance that we need to occur at a number of our facilities. And so we have been talking about for quite some time a potential bond uh of up to five hundred and ninety-eight million dollars to address these infrastructure needs. Today we will have a presentation by Tolchin Research, uh Ben Tolchin and Corey O'Neal.
