What agenda items were addressed in the opening closed‑session portion of the meeting?

Lisa Gillmor 12:52
Good afternoon, everyone. I would call this meeting of the Joint City Council and Stadium Authority Board to order, please. Confirmation of a quorum, city clerk.
Unknown 13:06
Good afternoon, Madam Mayor. Confirming a quorum and just noting for the record that Council Member Shahal will be absent from closed session, but will join the regular meeting at 7 p.m.
Lisa Gillmor 13:17
And Council Member Watanabe is on her way. Thank you. She'll be here shortly. Okay, so we have one, two, I think three items in closed session. City Attorney, if you'd like to read those, please.
Unknown 13:30
Yes, Madam Mayor. Bear with me here. There's a little bit to put into the record. Three items, items 1A, B, and C. Item 1A is conference with legal counsel regarding existing litigation. The case is Townsend, Joseph versus City of Santa Clara. It's a workers' comp case. identified there in further detail on the agenda. Item 1B is conference with real property negotiators, easements for the 115KV project. There are multiple properties and owners that are listed on the agenda. I won't go through each one of them. The city negotiator is Javon Grogan, city manager, or his designee. Negotiating parties are the city and those various property owners listed. Under negotiation is purchase of real property interests, both price and terms of payment.
Unknown 14:21
The third item is also conference with real property negotiators. The property under discussion is 2900 through 2930 Lafayette Street in Santa Clara. City negotiator is Javon Grogan. City manager or his designee. Negotiating parties are the City of Santa Clara and the owner of that property, Dollinger Lafayette Associates. Under negotiation, purchase of real property, both price and terms. Thank you, Madam Mayor.
Lisa Gillmor 14:51
Okay, thank you. So we have three items on closed session. Do we have anybody here that would like to make a public comment on any of those three items? So please come forward. Welcome. Okay, let's turn that on.
Lisa Gillmor 15:15
Try again.
Satish Chandra 15:19
Thank you, ma'am. This is Satish Chandra from District 1. So I'm concerned about 1B, the Power Lens project. So we had a great presentation from Silicon Valley Power a couple of weeks back. about the impact and the project with the three options which were presented to us. And we tend to find a concern about what are the health issues, health risk issues. And within the District 1, already we have the issues. One is we have the noise of the air traffic which goes from morning to late night. Then sometimes we have an issue with the Great America Parkway, the fireworks, that also disturbs. And the stadium, whenever the events happen, there is some kind of disturbance. And this is a new thing, nuance. And yeah, definitely we require power to everyone.
Satish Chandra 16:22
I think it will improve the infrastructure and the expectations of the new infrastructure for data centers and others, definitely the power line for the small business. There is a necessity. But at the same moment, I would like to look into the serious health concerns, and that's what my residents and myself also feel, because we are near to the vicinity of the project line within the 500 feet, and I would humbly request, please have an independent study, the health risk factors, which might involve some of the studies said childhood leukemia and other cancer related diseases might be increased because of this power line. So just have a fair and unbiased study. I humbly request the city council to please do that.
Satish Chandra 17:17
Thank you.
Lisa Gillmor 17:18
Thank you very much. I don't see anyone else in the chambers. Do we have anyone online that would like to speak on this issue? We don't have anyone? Okay. So thank you for that. We are going to now adjourn to closed session, and we will be back in open session at 7 p.m. Thank you.
Unknown 17:37
Madam Mayor, if I might note just quickly for the record, I'm informed by Member Watanabe that she'll be recusing herself from Item 1B based on property ownership interests. I wanted to just note that before we went in, and then she can make a more formal notice for that upon return. Thank you, Madam
Lisa Gillmor 17:53
Mayor. Thank you. Thank you for that. Back at seven.
Lisa Gillmor 27:32
