What is the opening small‑talk and roll‑call about the meeting’s start?

Glenn Gugans 3:26
least initially and then I'm not gonna use it.
Lisa Gillmor 3:31
Give it a moment. I turn it on the back.
Glenn Gugans 3:43
A nice turnout, huh, Madam Mayor?
Lisa Gillmor 3:45
Yeah. Nice turnout,
Glenn Gugans 3:47
huh?
Lisa Gillmor 3:48
They were told they had to be here.
Glenn Gugans 3:49
No, they most of them were.
Lisa Gillmor 3:51
They're
Glenn Gugans 3:51
here for you. No, I am not saying that. But we had this many last year too. I was actually gratified by it. Yeah. Yeah. Yeah. Works pretty good 'cause people are gonna eat, you know
Lisa Gillmor 4:03
Well it's good they can write stuff. And they can write
Glenn Gugans 4:05
stuff, right? And you'll you'll see if you stay I've got I do some scenarios where it's helpful for them to pull their things up.
Lisa Gillmor 4:13
Okay. Yeah, I saw the green and the red. Oh yeah. Ready? Good evening everyone. I'd like to call this meeting to order. It's a special meeting of the Santa Clara City Council. I would like to ask the Assistant City Clerk the confirmation of a quorum. Do we have a quorum of council members here this evening? Yes, you do, Madam Mayor. Come on. Okay, and this is a training session which will be put on by our city attorney throughout the rest of the evening. We are showing live on Zoom, but there'll be no interaction. Interaction with the Zoom participants, meaning they won't be able to ask questions or have any public presentations. Throughout the event this evening, the city attorney will ask for public comment or questions, but there is no official public presentations this evening.
Lisa Gillmor 5:06
So one last thing, if you're not wearing green, raise your hand. All right, uh it's pretty good. You have green cards in front of you if you need happy St. Patrick's Day. I'm gonna turn this over to our city attorney. Thank you, Madam Mayor.
Unknown 5:27
Yeah, you know,
Rafael Mandelman 5:29
actually possibly.
Glenn Gugans 5:32
I'm gonna wait until we get our title slide up and then I'll Begin. Oops, we're gonna turn this off. Can we turn this mic off now? Since we're extra mic'd and go even to the title slide. Or I can do it, can't I? There we go. And if we can turn this mic off, I'll be competing. There we go. Perfect. Excellent. Good evening. My name is Glenn Gugans. It is my honor and privilege to be the city attorney for the city of Santa Clara, our fair city. Um, it's also my honor to be here tonight to present to you. A whole rogues gallery of people. We've got city council people in the front. I know we've got uh a lot of boards and commissioners um who need to get their A B twelve thirty-four certification. We've got employees and we've got members of the public.
Glenn Gugans 6:31
I know both here um in person and uh and I think a few online. Nora will help me keep track of that. Happy to um have you be here uh to hear a presentation on um training for open government law. And ethics. Um in compliance with AB twelve thirty four. We'll talk more about EB 1234 in a minute, but I also will say, in addition to all those required topics, we're also gonna talk about some of the local rules and laws that apply just in Santa Clara that were designed specially for you. Um, this is a reprise of a session uh that I gave back in October of 2023, a good while, boy, a year and a half ago now, um, in these very chambers. We had a great turnout then as well. Um I've done this now. Yeah. This could be my eighth or ninth time.
Glenn Gugans 7:23
Eventually I'll get good at it. Hopefully tonight will be a decent version um of it. Um and um so welcome to everyone who's here. Whatever motivated you to be here. Whether it's you need an AB twelve thirty four certificate. Uh whether you heard there was free pizza at intermission and yes that is true. Whether you saw lights on in City Hall and you came rushing, um, probably not that, probably not the prospect of listening to me and Luis speak to you for it could be about three hours. Um whatever motivated uh you to be here, thank you, and I appreciate it. Um there's certainly other more enjoyable things for you to do tonight. It is St. Patrick's Day. I am not wearing green either, but I'm gonna have to
Glenn Gugans 8:10
grab a card. Um And Who scheduled this on St. Patrick's Day, for God's sake? I'm Irish. I should have known better. Thank you all. Thank you all for being here. Um the Even though there's more enjoyable things for you to do, there's really probably nothing more important for you to do as public officials, as public servants.
