Sure. Thank you, Mayor, members of the city council, Javon Grogan, City Manager. I have the pleasure of introducing Christine Jung tonight, our deputy city manager, who will kick off uh our presentation tonight. As the city council knows, this is a study session on the citywide plan to reduce homelessness and its impacts. As a deputy city manager, Christine coordinates our homeless services uh and helps to coordinate uh the plan and its implementation across all of our various departments. So here tonight you have representatives from the city manager's office, the public works department, our library, our police department, as well as our community and economic development department, most notably our housing division.
So with that, I will introduce Christine Junk.
Thank you. Welcome, Deputy City
Manager. Yeah, you feed me your council members. So before I start, I want to acknowledge and thank all the key stakeholders that have participated in the development of the response plan, including the homelessness task force. Community members, partner agencies, as well as city staff across all the different departments that the city manager just acknowledged. Oh that will get started. So as part of tonight's study session, we'll cover study session goals as well as the changing landscape for homelessness. We also have staff from the county's Office of Supportive Housing who'll give a quick presentation on the countywide supportive housing system as well as city and county data. The majority of the presentation will focus on city services and resources, as well as our draft response plan and key work items, and next steps after the study session.
There will be time for council discussion and feedback on the two-year work plan and key work items. Through the study session, we'll like to provide an overview of federal, state, and regional developments impacting homelessness policies and funding. We'd also like to provide an update on the city's homelessness response efforts as well as the draft plan, and then receive feedback from council on the two-year work plan, key work items, and the implementation budget. As you may know, homelessness is a multifaceted issue that is impacted by many things, including housing construction costs, local policies and resources, cost of living, state and federal housing and development policies, state and federal response and funding, as well as health care and mental health systems.
Most of these factors are beyond our control. What we can control is what Santa Clara does as a community and as a city within our regional framework, which is what we'll focus on through our response plan. Since the last study session, the policy and funding landscape has changed significantly as it relates to homelessness. At the federal level, in June twenty twenty four, the Supreme Court ruled that state and local governments uh have a legal authority to implement and enforce ordinances that prohibit homeless encampments on public property. This ruling removed a legal barrier to encampment clearance when no shelter or interim housing is available. On the state level, Governor Newsome issued a executive order thirty days after the grants passed ruling requiring that state agencies address homeless encampments.
This executive order also calls on local governments to leverage state and federal resources to address encampments with urgency and humanity. Subsequent to these changes, at the regional level, we're now seeing cities increase their enforcement efforts while also increasing supportive services and programs in an effort to balance enforcement and compassionate support. There was also an effort by Valley Water to earlier this year to create a county wide joint power agency to focus on unsheltered homelessness.
