Because they plead charges down, what that means is regardless of what their sentence will be, whether it's community corrections, whether it's whatever it is, the courts don't impose a men's behavioural program.

In your term of sentence that you're going to hand out, because it wasn't stalking because it was pled down, the men's behavioural program is not one of those things that the courts will impose.
Therefore, you're not going to address the problem with the offender.
It's like a domino effect.
Gary, just so we're clear, by the way, in Celeste's case, in the end, he was never charged with stalking.
Yep.
He was only charged with used carriage service.
150 or so messages later, it still didn't constitute stalking.
Not only has it not been implemented, we still have to date victims of stalking turning up at a police station, reporting the stalking, being told to just ignore it.
There's nothing they can do about it, right?

Because when they've walked into the police station, they've actually asked the question.
They've asked two questions.
