But Democrats, like Virginia Senator Tim Kaine, argued that multiple administration officials have called the Iran strikes war.

And he says the Constitution says war must be declared by Congress.

That is a reversal from what Secretary of State Marco Rubio told lawmakers.

He said the U.S.
