Rosenthal wrote in a March 28th article, experts in human behavior, such as psychiatrists and sociologists, seemed as hard put as anyone else to explain the inaction of witnesses.
Citing no one in particular, Rosenthal went on to say most of the witnesses in attempting to explain their inaction said they did not want to get involved.
So he didn't cite anyone as saying that.
But he just said everybody said that.
Except people had gotten involved.
