Well, we don't know for sure, because SDWorks releases a statement saying that the bike was weighed twice, and says it was 20 grams under weight limit.
And they also said the other weighing was 50 grams off.

So my immediate thoughts are, first of all, what is the margin of error of the device that the UCI uses in this sense?
If it's more than 50 grams, more than 100 grams, whatever,
How accurate can a rule application here be based on a device that's not as accurate as the amount that it could be under hypothetically?
My second thought was 50 grams different compared to the 20 grams under.
Does that mean the 50 grams different was above the weight limit?
Or was it 50 grams lower?
My first assumption was also, there's no way SDWorks would have specifically said it like this if the second weighing was higher than 6.8.
Because then they would have said, the other weighing was above.
