Virginia voters may soon decide whether to approve a redrawn congressional map that could favor Democrats.
The Democratic-controlled state Senate advanced a proposed constitutional amendment Friday that would allow mid-decade redistricting as part of a broader national fight over House maps.
Lawmakers have not released a redrawn map yet, but say voters will see one before a likely April referendum.
Virginia Democrats argue they cannot afford to stand by while Republican-led states redraw maps to their advantage.
Republicans say doing so would undermine the state's push for fair districts.

Federal officials are investigating the California Community College Athletic Association over its transgender participation policy, which may violate Title IX.
Assistant Secretary for Civil Rights Kimberly Ritchie said in a statement that the Trump administration will not tolerate policies that erase women's rights and emphasize that fairness and safety for female athletes are non-negotiable.
The complaint claims the policy allowed a transgender or non-binary student to compete on a women's volleyball team and access women's facilities and that the association ignored female students' complaints.

Federal prosecutors say Kaiser Permanente affiliates will pay $556 million to settle a lawsuit alleging the health care giant committed Medicare fraud by pressuring doctors to record inaccurate diagnoses to boost reimbursements.
The settlement comes more than four years after the Justice Department filed the case in San Francisco, consolidating six whistleblower complaints involving the Medicare Advantage Plan system, also known as Medicare Part C. Kaiser says the settlement includes no admission of wrongdoing and that it chose to settle to avoid the cost and uncertainty of a trial.

The ACLU had sued Health and Human Services on behalf of 16 organizations, including Planned Parenthood affiliates.
As it ended the lawsuit, ACLU attorney Arthur Spitzer in D.C.
said they should never have had to sue to protect essential health care like cancer screenings, STI tests, and birth control, and that while restoring funding is a victory, the larger fight to protect everyone's reproductive freedom continues.
