So as far as how this actually works, over a 10-year period, the upper basin has to deliver at least 75 million acre-feet of water to the lower basin, and they measure it there at Lee Ferry.
That's why the dividing point is there.
They actually measure this water.
And the upper basin can store whatever they have left over after they've delivered that to the lower basin and their portion to Mexico.
And once those projects are done, like for all new projects, if you're in the lower basin, you got to start using your reserve or your allotment rather.
