I think doing all three together was too much for a government.
Levy is not a nice word in government circles.
It's a tax, effectively, as people see it.
And I think the Green Party played for time.
They had to, politically, and they ran out of time.

I mean, to your question, I think coffee cups are quite conspicuous.
There's lots of other litter types you don't see.
But I think, you know, a few coffee cups is enough to ruin a landscape.
We're a group that believes that our economic prosperity depends on a clean environment.
We charge lots for our tourist product.
With that comes the expectation of clean streets.
