Those subjects on average were arrested eight to 12 times.

So this person, if he isn't caught, well, was he, we get it now, was caught, but if he wasn't, would probably go out to commit more crimes.

Once you get rid of those people, your crime rate, just like we did at the FBI, we had the best year ever on violent crime.
