If Ottawa continues a free trade deal with Beijing... Carney said the deals reached with China rectify just a handful of issues that have emerged over the last couple of years.
During his recent trip to China, Carney got a deal that would have Beijing drop tariffs on some Canadian agricultural and seafood products.
In return, Canada would allow 49,000 Chinese electric vehicles into the Canadian market at 6.1% tariff, down from 100%.
Carney points out that under the Canada-U.S.-Mexico agreement, there is a special clause that restricts member countries from entering free trade agreements with non-market economies such as China.

Despite his concerns, Carney would not commit to sending Canadian troops to Greenland for military exercises with NATO allies, adding that he is weighing the situation.
Denmark is planning sovereignty exercises which could include drills to protect Greenland's critical infrastructure.
Trump has threatened a 10% tariff on European nations that don't support his bid for Greenland.
Carney says Canada will always support the sovereignty and territorial integrity of countries wherever their geographic location is.
He says Ottawa's position remains unchanged.
The future of Greenland should be determined by its people and Denmark.
Meanwhile, Carney says he's accepted Trump's invitation to sit on the Board of Peace to temporarily govern the Gaza Strip.

The reversal came after feedback from passengers and crew and what the airline calls operational data.
WestJet initially wanted to add more seats to make airfares more affordable, but scaled back the 28-inch seat plan, which has become popular with some global airlines.
The new non-reclining seats have already been installed on more than 20 Boeing 737s, offering the smallest amount of legroom on any large Canadian carrier.
But the pitch hasn't fared well with some passengers, especially after a video of the new seating went viral and a family said the lack of legroom left them feeling uncomfortable and unsafe.
WestJet says it will return to the more spacious layout.
