Trump's speech comes as new tariffs he's imposed have gone into effect on China and allies Canada and Mexico. Tariffs are taxes paid to import goods from abroad. That means U.S. businesses pay U.S. tariffs. Those tariffs can cause higher prices for consumers. The speech also comes as the U.S.
has suspended military aid to Ukraine days after an Oval Office argument between Trump, Vice President Vance, and Ukraine President Volodymyr Zelenskyy. Independent agencies include well-known entities like the Securities and Exchange Commission and the Federal Deposit Insurance Corporation. They were set up by Congress with some insulation from presidential power. This order, signed Tuesday afternoon, would remove much of that insulation, requiring those agencies to run new regulations by the White House.
In addition, the Trump administration would have power over their spending. This comes after Trump has fired top officials from some of these agencies, such as the National Labor Relations Board. Those firings have led to lawsuits, and this order could similarly spur more legal action. Danielle Kurtzleben, NPR News.

In a statement, Biden declared the 28th Amendment is the law of the land, guaranteeing all Americans equal rights and protections under the law, regardless of their sex. Congress originally passed the ERA in 1972, but the required 38 states had not ratified it by a 1982 deadline. States continued ratifying it, though, and in 2020, Virginia became the 38th.
At a joint press conference with Prime Minister Starmer, Trump was asked point blank whether he supports Article 5 of the NATO treaty, which says that an attack on one NATO member is an attack on all. Briefly, he said yes.
On the campaign trail, Trump at one point said he had told a foreign leader that he would encourage Russia to, quote, do whatever the hell they want against NATO members who don't meet defense spending guidelines.
