Well, look, the CCAC do a lot of work with a lot of regard for them and the Fiscal Advisory Council, but there's no formula for cost of compliance.
There isn't a formula there.
I've discussed this with the Commission already.
I've engaged with them.
I don't believe that it makes any sense for the EU...
to fine, for want of a better phrase, any country like Ireland, who is actually investing billions each year in transitionary measures and in climate measures.
It's better that that money would be invested.
And that's what I've said directly to the Commission.
But there's no formula, there's no agreement in relation to cost of compliance whatsoever.
And I've made the point directly to the Commission and to the Commissioner that should we not hit our targets by 2030,
we can see where we're working towards it in the early 2030s, that any potential financial penalty would be much better off being invested by Ireland in additional measures, and that's what I'm pushing towards.
It could be nothing.
Yes.
No, I'm just saying it could be nothing.
But when I hear other agencies or other groups actually reporting of here's what the fines may be, when there's actually no formula for agreed whatsoever for cost of compliance, I'm engaging with the Commission in a very constructive way on this.
And in fairness, that has been received well, and so we'll work our way in it.
Climate Action Plan for 2026, I'll be bringing the proposals to Cabinet in the coming weeks.
It'll be quarter three of this year.
And what I intend to do is to bring forward a more focused Climate Action Plan.
