The government budget is not dealt with that way and it should be.

uh developed a pretty picture somebody priced it it kind of went up to eventually it always ends up on a financial uh controller's table and that's where the technicalities move out so again somebody at the technical level was responsible for presenting that budget for approval and again probably nobody was uh nobody was reprimanded and nobody was fired you must do better the next time and off they go again uh i wouldn't go into the um

Yeah, and IT is very difficult.
Within most departments and major companies, you can seem to grasp them and understand them, but most people don't understand IT projects, and the people who run them are basically hardly questioned about them because it's quite a scientific area even now.
Forget about IT and everything else.
So they're a law unto themselves within companies, and therefore they never get questioned properly on these things, you know.
This system is available everywhere.
The British Rail, all over Europe, all over the world, same thing with airlines, all these scheduled things, they're available in packages.
So why didn't they buy a package?
