ShiftUp responded to confirm that the PC version does not require a PSN account and appeared surprised in the replies at the game's unavailability. Checking SteamDB, it appears that Stellar Blade has been restricted in over 120 countries. Most of these are where Sony's PSN is unavailable. So seemingly there's an error here.
