I think it's a mixture of both because let's just say, for example...

Whatever they're called.
And, you know, you see them down at the... On lakes and stuff.
Jet boots or something.
Again, that's not one of the prizes, but it wouldn't shock you to find out something like that was.
So let's just say that comes up.
If you're there but you would prefer something else awesome, you don't want to be forced to win the hover boots.
Wouldn't you rather the chance to win the thing you want the most?
