If you're going to have this secrecy about who New York is and who's making those calls and who senior officiating is, then to me that's not good.

And this is a proposal for one year only to allow the NFL officiating department to correct clear and obvious misses made by on-field officials that impact the game in the event that there is a work stoppage involving game officials represented by the NFL Referees Association.
So only if there's a work stoppage
would the NFL officiating department be able to change clear and obvious changes on the field?
