The move comes ahead of a ceremony to sign a peace deal between Rwanda and the Democratic Republic of Congo, one of several conflicts Trump claims to have resolved in his quest for a Nobel Peace Prize.
Institute of Peace sits along the National Mall, not far from the White House, and has been at the center of a battle over who controls it.
Earlier this year, the Trump administration seized the building and fired most of the staff.

Soleil, a pitch-black dog and part of the herding group, beat out six other finalists to capture the competition, hosted by the Kennel Club of Philadelphia.
Her handler, Daniel Martin, from Princeton, North Carolina, said Soleil's attitude and movement helped her clinch best in show.
He said she also loves the crowd and the big arena.
The American Kennel Club describes Belgian sheepdogs as highly trainable herders that are, quote, bright, watchful and serious-minded.
It says they crave human companionship and abhor neglect.
Their average lifespan is between 10 and 14 years.
