So the terms of reference confine what can be looked at and investigated to whatever the government says can be.
And beyond that?
Nothing.

And parties will fight tooth and nail and they will get injunctions and they will say, which is an order preventing the court from doing something, or in this case, the commission from doing something.
And they'll say, sorry, outside the terms of reference, can't be brought up.
And that's what will happen.
And then when it comes to the end, another thing that a lot of people don't know is their recommendations.
So it doesn't actually change the law.
They're just recommendations.
And then the government will look at the recommendations and they'll pick the ones that they want to put in place and they will shelve the rest.
Sometimes they do.

For the most part, they do.
Yeah, they normally do.
But it's not mandatory.
Yeah, yeah.
And I think that's where a lot of people get tripped up.
