We have land owned by the monarch fires. We have parks and protected land. We have commons to a degree, but not public land like the US does. Normally, you should have a valve near the meter. Some places will have what's called an earthquake shutoff or an earthquake valve where you won't need a tool. I'm not sure that... In fact, I'm pretty certain those are not mandatory, even in California, because I've lived places that don't have them.
