We have land owned by the monarch fires. We have parks and protected land. We have commons to a degree, but not public land like the US does. When I was a kid, we used to burn the stubble in straw fields. That's how few fucks we gave about fires. We'd just burn it and then plow it back in. And air quality, I guess.
