They're panicking.

The system goes back to normal.
They all breathe a sigh of relief.
Sokolov and his team come in the next day, take the whole thing apart.
Can't figure out why it happened.
But they came away, as the colonel told us, his impression was the UFOs caused it.
And they were sending some kind of a message, something along the lines of, these may be your most powerful weapons, but we can mess with them all we want.
The message was received.
He also told us about
40 different incidents.
I think I shared this with Congress.
40 incidents where Russians, the standing order was go after them.
You see UFOs, go get them, shoot them down.
40 times they go after them.
They never shot down one.
The things, the UFOs would always zip away.
But in three of those cases, the Russian pilots lost control and crashed.
And two of those pilots died.
