So recently in New York City, it was, I don't know, I think scandal is too strong a word, but there were a lot of headlines about how much the city had paid consultants for working on redesigning the trash collection.

Yeah.

And on the one hand, it's like trash collection, core city function.

Why do you have to bring in a consultant?

On the other hand, reimagining the trash collection system is like that's a one time thing.

So maintaining it, implementing it, servicing it.

OK, that's like a permanent government function.

But the actual like, OK, we have to do a redesign.

Yeah.

Is that necessarily something that we need to have in-house in government, the capacity?

Because do you want to permanently have that muscle?

Because that's a one-shot thing.

To me, that makes sense as a time to bring in a consultant.

That makes sense.
