One employee is great, but the other one has extreme performance issues and lacks accountability for their work. It has gotten so bad that HR, my boss, and my boss's boss have gotten involved and they are now on a professional development plan.

They have a very lazy attitude toward any work and will only do the bare minimum that is required. I've been trying to work with them on taking ownership of their projects and being proactive in their work, but today in our weekly catch-up, they said, quote, I don't want to take ownership for projects that aren't mine, and I'll do what you ask me, but don't ask me to be excited about it.

I've even tried suggesting they be the lead on certain projects so that they can be truly passionate from start to finish, but in this case months go by and they don't do any work on the projects. I told them that I don't enjoy constantly checking in on the progress of these projects just as much as they probably don't like hearing it, but we aren't getting anywhere.
