I've even tried suggesting they be the lead on certain projects so that they can be truly passionate from start to finish, but in this case months go by and they don't do any work on the projects. I told them that I don't enjoy constantly checking in on the progress of these projects just as much as they probably don't like hearing it, but we aren't getting anywhere.
Termination is a possible outcome of this process, but as a first-time manager, I just don't know if there's anything else that I can do to help. Of course, change needs to come from them, but I'm at a loss for what to do. Ideal outcome, be able to be as supportive as a manager as I can during this process while also still getting results.

But I think that you do the best you can as a manager. You do the best to be essentially a coach and inspire your players. They're called coaching plans. And with that, you have some people that will work well under that system in that community. And you have some that don't work out.
