I don't think there is a way to solve that problem without growing your way out of it. You just can't inflict that much pain on the public and survive electorally.

The only way to probably to deal with it at this point, if you can deal with it, is to grow your way out of it, right? The UK economy on a per capita basis is smaller now than it was in 2007.
