They were accused of painstakingly planning, researching weapons, and learning Haitian Creole.
The indictment says Thomas enlisted in the Air Force to get military training to carry out the attack, while Weisenberg joined a fire academy in Texas but failed out.
Weisenberg's attorney tells NPR the Justice Department's claims have, quote, some limited factual basis but are wildly misleading.
Lawyers for both men say they're pleading not guilty.
