You have 21 days to start spending $2 billion but then you're given an additional 69 days to complete your how to develop a budget training. It's wild. So EPA knew that this was something that we should have a problem with, that these folks had qualification challenges.

Stacey Abrams just wants us to take her word for it. But I don't know what in her qualification says that we should just be sending over $2 billion to her and her friends to let them spend as they wish with reduced oversight.
