It was an interim ruling, the sort of preliminary case in which the court majority has deferred to the Trump administration again and again.

This time, the court said the president failed to cite any law that would justify using the Guard under federal control to enforce the law.

That's according to a delayed report from the Commerce Department on GDP, the gross domestic product.

The report is nearly two months late because of the government shutdown.
