Congresswoman Adelita Grijalva got out of her car to step in as agents gathered outside a Tucson, Arizona neighborhood restaurant.
She said she shouted to the agents.
The agents then broke out the pepper spray, she said.
The Democratic Congresswoman says she was directly sprayed by ICE, but Homeland Security says
that pepper spray was for crowd control.
