What does he think that this town is going to be like?

I think he just wants this city to be the entirety of America in the 1930s.
Like, you know, like he just he's trying to recreate the glory days of an entire country, glory days that never quite actually existed in the way that he sort of thinks it did.
Like you couldn't call it anything more on the nose than California forever.
