This was the turn of the century we're talking about. And that had not been done any time. In the 20th century it was not done. I don't remember any case in the 19th century either. So why this extraordinary step being taken for India? What was so special about India?
What was so special about India in the US administration's eyes is that in 2006 it has all the makings of a strategic global partner. India at the time is the world's second most populated country with over a billion people, has a growing economy and is the world's largest democracy.

Even till quite late, it was uncertain whether there would be any announcement of the nuclear deal being taken forward. I mean, very, very intense. You couldn't get more intense.
