At least five more people were killed after Kalmagi cleared the Philippines and slammed into an already storm-battered Vietnam.
Fenghuang weakened as it traveled across the northern Philippines overnight before blowing into the South China Sea.
It's forecast to head to the northwest towards Taiwan.
